Solid Waste Management
Introduction
The Greater Chennai Corporation is moving for modernisation of its practices comprising MSW collection, storage, transportation, treatment and disposal. In Chennai City approximately 50 lakhs people are living. Nearly 3500 M.T. garbage/Waste generated per day. The generated garbage is cleared daily by heavy and Light motor vehicles and disposed in Perungudi and Kodungaiur landfill sites. Door to door collection and source segregation awareness are being done. There are four Modern Transfer Stations being constructed in Zone-II,IV, V and VII.
Major Projects of Solid Waste Management for RS.255 crores got sanctioned Under JNNURM Project, the Kodungaiyur and Perungudi Landfill sites would be re-mediated and operated as scientifically. Further, New Modern Vehicles are procured for Solid Waste Management and open trucks will be replaced by covered compactors
Function and Duties of Organisation
Solid Waste Management is administered by Superintending Engineer. Now there are four Executive Engineers and six Asst. Exe. Engineers to assist Superintending Engineer. The Superintending Engineer is functioning in Head Quarters and monitoring the Conservancy Operations and entire Solid Waste Management activities in Chennai City. The S.E. is responsible for taking policy decisions and projects and improving the infrastructures.
There are 9727 Conservancy Workers as complement, 25 Conservancy Supervisors, 115 Conservancy Inspectors and about 105 Maistries are working in Chennai Corporation for Conservancy activities (i.e.) for disposing the garbage. The daily generated garbage in Chennai City was disposed in two dumping grounds, one at Kodungaiyur and another at Perungudi. The Conservancy activities in Zone-3, 6, 8 and 10 done by Private Agency (M/s. Neel Metal Fanalca).
Powers and Duties of Officers
Superintending Engineer: Head of the Department, S.E. is functioning in Head quarters sand monitoring the entire Solid Waste Management activities also called Conservancy Operations. The S.E.(SWM) at head quarters is responsible for taking policy decisions and drawing programs and projects and improving the infrastructures. Technical Sanction on estimates Rs.1 crore
Executive Engineers: Executive Engineers shall be in charge of purchase and hiring of all equipments required for leveling of garbage at KDG and PDG and monitoring the vehicle operation in Dump site and Construction of Modern Transfer Stations at Zone-II,IV, V and VII and all other civil works relating to dump sites. Technical Sanction on estimates Rs.10 lakhs
Also monitoring the progress of projects covered under JNNURM, preparation of estimates, obtaining technical sanction, administrative sanction for the estimates and preparation of Tender Documents and floating of tenders
Assistant Exe. Engineers:
To assist the Executive Engineers is preparation of estimates, calling tenders and execution of works

BUDGET
In 2008-09 proposed to purchase 80 Nos. of Big Compactor vehicles out of which 77 Nos. have purchased at a cost of Rs.15.4 crores. Out of 6465 Nos. of HDPE Community Bins 3465 Nos have purchased at a cost of Rs.4.06 and out of 1600 Nos. of tricycles 800 Nos. have been purchased at a cost of Rs.0.80 crores.
Construction of Modern Transfer Station In Zone-II at a cost of Rs.1.62 crores – Work under progress, In Zone-IV at cost of Rs.1.94 cores – work under progress, in Zone-V at a cost of Rs.2.95 cores – works under progress, in Zone-VII at a cost of Rs.1.3 crores – work under progress and so far expenditure is Rs.3.03 crores
